# OpenAI's new legal AI ships with Harvey, Legora and Thomson Reuters as plugins

**Harvey and Legora sell law firms a place to do their AI work, and Thomson Reuters sells the case law. All three now run inside a product that competes with them.**

OpenAI has released [Astra for Law](https://openai.com/index/astra-for-law?ref=metatalks.ai), pairing its GPT-6 Astra model with a search index built for US legal material and a set of instructions for legal analysis and writing. It shipped with 26 partner-built plugins already in place.

Legora's plugin runs legal research with citations and Harvey's provides what OpenAI's directory calls legal intelligence. Both companies sell law firms an AI workspace of their own for legal research and drafting, which is the work Astra for Law now does too. Thomson Reuters brings its HighQ matter workspace and has previewed a connector to CoCounsel Legal, the AI legal assistant it sells. iManage, Relativity and Docusign have plugins too, and nine community-built ones come on top of the 26.

Richard Tromans of the trade site [Artificial Lawyer](https://www.artificiallawyer.com/2026/09/18/astra-for-law-the-battle-for-centrality/?ref=metatalks.ai) reads the plugin list as a move in a contest over which service lawyers treat as their main working environment. In his view, reaching those tools through ChatGPT gives lawyers a reason to stay in ChatGPT. He adds that in the short term the arrangement may send the partners extra traffic.

The index reaches more than 230 million URLs of US statutes, regulations, court rules, case law and administrative decisions. The Free Law Project's collection inside it covers more than 99.9% of published US precedential case law. In OpenAI's own testing on 200 questions from the private half of Vals AI's [Legal Research Bench](https://vals.ai/?ref=metatalks.ai), the product answered 54.0% correctly against 38.7% for the model searching the open web.

Thomson Reuters and LexisNexis already sell legal research built on the same primary law. OpenAI frames its index as an addition to the research and specialist tools firms buy from providers such as Thomson Reuters, not a replacement.

OpenAI's engineers have also worked with selected law firms to customize ChatGPT Enterprise. Sullivan & Cromwell's tool draws on terms the firm has negotiated before when its lawyers review a new deal. Ropes & Gray's works through a data room and ties each finding to the document it came from.

For confidential work, eligible firms get Zero Data Retention on the API, and ChatGPT Enterprise usage is kept out of human review by default. OpenAI is working with Latham & Watkins on ethical walls, which keep a lawyer with a conflict away from another client's files.

Access opens through a Trusted Access Program for selected firms. OpenAI says API access will follow, which is the route Harvey and Legora would use to build Astra for Law into their own products.
